Can a manager complete their review before the self-review is finished?

Yes. Managers can start and complete their review at any time. If the employee hasn’t submitted their self-review yet, this is clearly indicated in the UI, but managers are not blocked from moving forward.
Managers can choose to:
If the self-review is submitted later, the manager can still view it before sharing the final summary (as long as the review hasn’t been shared yet).

- Wait for the self-review before writing their feedback, or
- Proceed based on their own observations and context
